Results of the 2025 CB VET (Capacity Building in Vocational Education and Training) in Georgia

CB VET (Capacity Building in Vocational Education and Training) is an Erasmus+ programme that supports the modernisation, internationalisation and quality improvement of vocational education and training systems in partner countries. In Georgia, CB VET plays an important role in aligning the vocational education sector with EU standards and strengthening the link between education and labour market needs. By supporting innovation, digitalisation and institutional cooperation, CB VET in Georgia contributes to the modernisation of the education system and improving employment outcomes.

Considering that Georgia does not have the right to coordinate CB VET projects, in 2025 Georgia will participate in 4 CB VET projects.

Description of selected projects:

  • Hubs for Change: Vocational Education as an Entrepreneurial Tool in the Eastern Neighborhood – The main objective of Hubs4Change is to transform VET providers into functional entrepreneurial hubs in the Eastern Neighbourhood, specifically in Azerbaijan, Georgia, Moldova and Ukraine. To achieve this goal, the project will aim to motivate students to start their own business initiatives, which will contribute to economic sustainability and innovation in the region. The project’s target groups are VET providers and students, as well as young people, unemployed adults, NEETs (individuals who are unemployed, not in education or training), women and indirect beneficiaries (such as local entrepreneurs), SME managers, public decision-makers, chambers of commerce and the general public. Through strategic partnerships, capacity building, and mentoring programs, Hubs4Change aims to create a sustainable ecosystem that will foster regional development and strengthen socio-economic stability in target countries..
  • PrecAgri4All – The PrecAgri4All project aims to modernize vocational education systems in Ukraine and Georgia by integrating Precision Agriculture (PA) technologies and methodologies. Agriculture plays a crucial role in the economies of both countries, however, outdated training systems, limited PA adaptation, and weak cooperation between industry and VET institutions hinder sustainable development and workforce competitiveness. This challenge is particularly acute for smallholder farmers, who own 98–99% of agricultural land. The difficulties associated with digitalization and the lack of access to PA technologies faced by a large proportion of farmers limit productivity, the introduction of lower prices, and the alignment of working practices with the sustainable development goals of the EU Green Deal.
  • VET Caucasus – The vocational education systems in Armenia and Georgia are undergoing ambitious reforms to modernize education and strengthen their alignment with EU standards. In Armenia, the VET reform law adopted in May 2024 aims to improve quality and employment outcomes. Georgia’s EU candidate status in December 2023 has accelerated efforts to align the National Qualifications Framework (NQF) with the European Qualifications Framework (EQF).. Both countries aim to strengthen international compatibility, build closer links to the labour market and modernise training methodologies to meet the ever-evolving and in-demand skills needs. These reforms also aim to increase resilience in the face of socio-economic pressures (for example, the 570,000 internally displaced persons (IDPs) in Armenia as a result of the Nagorno-Karabakh conflict and the ongoing political instability in Georgia) and to ensure that VET systems in the countries contribute to stability, growth and social inclusion.
  • AgriVET – Agriculture is one of the strategic sectors in Georgia. This sector employs 50% of the country's workforce and its modernization is essential for the country's economic growth. The main objectives of the project are: to increase labor productivity and access to modern technologies, and to reduce gender inequality. The project places special emphasis on offering training, career assistance, and business opportunities to women living in rural areas in order to promote entrepreneurship, improve employment outcomes, and ensure inclusive and sustainable agricultural development.

CB VET Results in Georgia 2025

CB VET (Capacity Building in Vocational Education and Training) is an Erasmus+ program action that supports the modernization, internationalization, and quality improvement of VET systems in partner countries. For Georgia, CB VET plays a key role in aligning vocational education with EU standards, enhancing workforce skills, and strengthening the link between education and labor market needs. By fostering innovation, digitalization, and institutional cooperation, CB VET contributes directly to Georgia's ongoing efforts to modernize its education system and improve employability outcomes.

In 2025, Georgia is participating in four CB VET projects, which brings its results close to those of CBHE this year, especially considering that Georgia is not eligible to coordinate projects.

Selected Project Descriptions

  • Hubs for Change: VET as an Entrepreneurial Vehicle in the East - Neighborhood - The overall aim of the Hubs4Change project is to transform VET providers in Eastern Neighborhood countries, specifically Azerbaijan, Georgia, Moldova, and Ukraine, into vibrant entrepreneurial hubs. By doing so, it seeks to empower students to launch their own businesses, fostering economic resilience and innovation in the region. The project targets both direct beneficiaries, including VET providers and students such as young people, unemployed adults, NEETs, and women, and indirect beneficiaries like local entrepreneurs, SME managers, public authorities, chambers of commerce, and the wider community. Through strategic collaboration, capacity building, and mentorship programs, Hubs4Change aims to create a sustainable ecosystem that nurtures entrepreneurial talent, promotes regional development, and strengthens socio-economic stability across the targeted countries.
  • PrecAgri4All – The PrecAgri4All project aims to modernize VET systems in Ukraine and Georgia by integrating Precision Agriculture (PA) technologies and methodologies. Although agriculture plays a vital role in both economies, outdated training systems, limited PA adoption, and weak collaboration between industry and VET institutions continue to hinder sustainable development and workforce competitiveness. This challenge is particularly pressing for smallholder farmers, who own 98–99% of farmland yet struggle with digitalization and lack affordable access to PA technologies that could boost productivity, lower costs, and align their practices with the EU Green Deal's sustainability goals.
