Capacity building in the direction of sports

Capacity building projects are an international cooperation

Projects based on multilateral partnerships between organisations active in the field of sport, participating in the Programme and non-associated third countries, in countries of Region 1 (Western Balkans) and Region 2 (Eastern Neighbourhood). They aim to support sports activities and policies as a means of promoting values, as well as as an educational tool contributing to the personal and social development of individuals and the creation of a more integrated society in third countries not associated to the Programme.

Objectives of the program;

  • skill development of grassroots sports organizations;
  • Encouragement of sports and physical activities in third countries not associated with the program;
  • promoting social engagement through sports;
  • Promotion of positive values ​​(such as fair play, tolerance, team spirit) through sports;
  • Promoting cooperation between different regions of the world through joint initiatives.

Thematic directions/specific tasks

Applications should focus on specific topics that are established at the program level. The relevant directions are:

  • Promoting common values, non-discrimination and gender equality through sport.
  • Developing the skills needed to improve the social inclusion of vulnerable groups through sport. (independence, leadership, etc.)
  • Integration of migrants
  • Post-conflict reconciliation 

activities

Funded projects will be able to integrate a wide range of cooperation, exchange, communication and other activities, such as, for example:

  • Creation and development of working networks between organizations/countries/regions;
  • development and implementation of best practices and exchange of ideas;
  • implementation of common sports activities and educational events;
  • Initiate, test, share and implement new forms of non-formal learning, tools, practices and materials through practical training and sport staff mobility;
  • raising awareness of issues of discrimination in sports for vulnerable groups;
  • Promoting the formation and support of an active civil society.

Participation criteria

Who can apply?

For an application to be considered for funding, applicants (beneficiaries and related entities) must:

  • were legal entities (public or private bodies);
  • be active in the field of sports;
  • Be based in an EU Member State, a third country associated with the program or a third country not associated with the program located within Region 1 (Western Balkans) or Region 2 (Eastern Neighbourhood).

The consortium coordinator must be a non-profit organization. Such organizations can be, for example:

  • A public organization responsible for sports at the local, regional or national level;
  • a sports organization operating at a local, regional, national, European or international level;
  • National Olympic Committee or National Sports Confederation;
  • "Sports for All" representative organization of the movement;
  • organization working in the field of promotion of physical activity;
  • organization representing the active recreation sector;

Composition of the consortium

Capacity building programs are transnational projects and must include at least 4 organizations, min. from 3 countries:

  • At least 1 organization from 2 different EU member states and a third country associated with the program;
  • At least 2 organizations from at least 1 eligible third country not associated with the programme, from Region 1 (Western Balkans) or Region 2 (Eastern Neighbourhood). Region 1 and Region 2 organizations cannot participate in the same proposal.

The number of organizations from EU member states and third countries associated with the program should not exceed the number of organizations from third countries that are not associated with the program. Supporting organizations and associated partners are not considered part of the consortium.

Geographical location (location of events)

Action should be taken in countries where participating organizations are represented.

Duration of the project

Capacity building projects should normally last between 12 and 36 months.

The duration should be selected at the application stage, based on the objectives of the project and the type of activities envisaged in the time frame. It will be possible to extend the deadlines, in case of appropriate justification.

Funding rules

This program has a lump-sum financing model. For each grant, the value of a single amount will be written based on the estimated budget of the project it represents. 

The grant value for capacity building projects may be between €100,000 and €200,000.
