Upload the application electronically
The application must be submitted electronically. “Portal Submission System” Through.
Where? The “Portal Submission System” can be accessed by going to the “Topic Page”, clicking on the “Portal” button, and then clicking on “Start Submission”.
Who? The application must be submitted by a contact person from the coordinating organisation. Exceptions exist for some programmes that are entirely focused on individuals (e.g. “Principal Investigator” Horizon Europe ERC or “Fellow” Horizon Europe MSCA grants).
How? "The Submission Wizard” You will be guided step by step through the entire process. You will need to use the online forms and templates available in “The Submission System”. The application form is described below.

Application form (Part A and B)
Applications must be submitted using the application form available in “The Submission System”. The application form is divided into two parts: Part A and Part B.
- Part A: Contains the structured administrative forms, which include participant information, legal declarations, and contact persons (taken from the “Upload System” screen).
- Part B (Narrative Part): Technical description of the project, including planned activities, work packages, costs (must be uploaded in PDF format).
Part B also includes annexes and documents as required by the competition conditions (detailed budget table, declarations from national authorities, CV, annual activity reports, etc.).
! All participants can contribute, however only the application creator can complete and upload it from the coordinating organization.
For applications with specific security requirements, special instructions may apply (e.g. for EDF, documents must be uploaded via a password-protected zip file). Detailed instructions for such applications will be available in the competition documentation.
Coordinator's job:
- Mandate: Make sure you have the mandate (participation agreement) of all participants to upload the application.
- Quality check:
Check that the application is consistent (Part A and B) (especially the budget information)
Make sure you follow the template and that all sections are complete; make sure that no attachments are missing.
Privacy
The European Union services will treat your proposal, as well as any information, data or documents received, confidentially.
Our evaluators (both internal and external experts) are committed to confidentiality.
! Please do not discuss your proposal with individuals who may be expert evaluators for us or otherwise involved in the evaluation, as this may create a conflict of interest that could have negative consequences for both you and the interested party.
Security, information protection and document retention
Your proposal and all information received from you will always be kept in secure conditions. The portal is a closed, protected platform with multiple security guarantees.
After evaluation, we will retain proposals for audit purposes (at least 5 years for unsuccessful applications and 10 years after the end of the project for successful applications, and possibly longer if necessary for control, verification and audit purposes).
Personal data will be processed in accordance with the standards set out in Regulation No. 2018/1725 and the portal In accordance with the Privacy Statement.
! Please note that your application should not include classified information (decision 2015/444 or national laws).
Access to applications
Applications will remain closed and sealed until the end of the competition date.
However, in order to plan the evaluation process (organizing translations, evaluation capabilities, evaluators with specialized knowledge, etc.), we ask for your permission to obtain certain information in advance:
- Upload application title and subject
- Your application title, application abstract, key words
- PICs from participating organizations
- Relevant panel (for applications submitted to specific panels, e.g. Horizon Europe MSCA, UCPM).
! The alert will provide you with information about the granting authority that will need access to this information. You will have the option to deny access.
