Jean Monnet Projects in Higher Education

The Jean Monnet Program in Higher Education supports study and research in the EU field worldwide. EU studies deals with the history, objectives, structures, functions and/or policies of the European Union.
Focusing on the EU aspect, Jean Monnet's activities should promote active European citizenship and EU values such as respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of members of minorities (Article 2 of the Treaty on European Union) .
Jean Monnet's activities should contribute to the dissemination of knowledge on how this policy can benefit the daily lives of EU citizens and/or how it can influence the policy-making system in the relevant areas, at Member State, regional or global level. A very clear connection between the proposed topic and the EU policy topic to which it relates should be shown.
Jean Monnet actions also play the role of a vector of public diplomacy in third countries and promote the values of the European Union.

- Encourage dialogue between academia and society at local, regional, national and EU level with politicians, civil servants, representatives of civil society, other education advocates and the media.
- To create knowledge and strengthen the EU's role in Europe and the global world.
- It aims to spread knowledge about the EU to the general public (beyond academia and specialized audiences), which will help bring the EU closer to the public.
- To become a vector of public diplomacy in third countries, to play its role in spreading the values of the European Union and to strengthen the mission and objectives of the European Union.
Create a project
Jean Monnet projects in the following direction – “Teaching and Research” – should take one of the following forms: modules, chairs, centers of excellence.
- modules – Modules are short study programs or courses in the field of EU studies intended for higher education institutions. Within each module, a minimum of 40 hours of teaching is required in one academic year over three years. Modules can be concentrated within one specific discipline in EU studies or have a multidisciplinary approach, requiring the academic participation of several professors and experts. Jean-Monnet's modules may have the appearance of summer schools.
- Chairs There are three-year teaching positions for university professors specializing in EU studies. The Jean Monnet chair is occupied by only one professor who provides at least 90 hours of teaching during each academic year. The department may have a team that supports and improves the department's activities, including providing additional study hours.
- Centers of Excellence - Their function is to create centers of competence and knowledge on EU issues. They should combine the knowledge and experience of high-level experts, which is aimed at of the benefits achieved by working together Development between different disciplines and resources in the direction of EU research (as described above), as well as the creation of joint transnational initiatives that ensure the integration of civil society. Jean Monnet Centers of Excellence play an important role in engaging with students, politicians, civil servants, organized civil society and the general public who do not have direct contact with EU affairs.

Permitted Activities | Within the framework of the Jean Monnet chair, EU-related issues must be taught for a minimum of 90 teaching hours (as described in the program guide) each year by the chair's founder, who must be a permanent employee of the applicant higher education institution. Instructional hours means face-to-face contact hours, including group lectures, seminars, tutorials, and may include any of the above in a distance learning format, but does not include individual instruction and/or supervision. Eligible Participating Organizations (Who Can Apply?) | To participate, an applicant must be: – A higher education institution (HEI) established in an EU Member State or a third country associated with the program or a third country not associated with the program. Higher education institutions in EU member states and third countries associated with the program must hold a valid ECHE (Erasmus Charter for European Education). Only one applicant can submit an application. Only one Jean Monnet Center of Excellence can be funded per institution. Exception: Organizations from Belarus (Region 2) and the Russian Federation (Region 4) are not eligible to participate in this event. |

Financing conditions
This program follows the lump-sum financing model. This funding scheme will allow you to focus on results, focusing on the quality and level of achievement of measurable objectives.
The maximum EU grant per project is as follows:
- Jean-Monet modules: 35 euros
- Jean Monnet Chairs: 60 euros
- Jean Monnet Centers of Excellence: 100 euros
One-off contributions cover staff costs, travel and subsistence costs, equipment costs and subcontractors, as well as other costs (information dissemination, publication, translation).
