(12) Access to project applications for legal representatives (LEARs) or account administrators

The applicants and participants are mostly responsible for assigning roles and rights in the funding and tendering portal. The European Commission intervenes only in a few exceptional cases (e.g. the appointment of the LEAR and the main contact coordinator). To gain access to a project/application or to be assigned a role, you will need to contact the person responsible for the project/application in your organization or the coordinator for the project/application. As for changing information related to the organization, this can only be done by LEAR (and the account administrator). If you need an organizational role to make the necessary changes, contact your organization's LEAR.

In any case, depending on the need, you should click on the “Actions” button next to the organization, application or project and select “Contact Organisation” or “Request Access”:  

  1. Participant Register Access to organizational information: Valid organisations have a chosen LEAR, which has been submitted by the legal representative of the organisation and approved by the Commission. The LEAR can grant and revoke Legal Signatories and Financial Signatories to Account Administrators (AAs). Only the LEAR and Account Administrators can change organisational information. In the case of organisations that are not yet validated by the European Commission, only the registrant (self-registrant) can have access and no other access will be granted at this stage, although a person who has completed registration can self-register. Candidate nameIn this case, if you do not have an active role for the organisation (for example, when you see the organisation in the “My Organisations” box, but do not have access to it in the “Participant Register” box), request access here: “Actions/Contact Organisation.
  2. Access to applications: The user who submits the application is assigned either the role of “Coordinator Contact” or “Primary Coordinator Contact”, and can grant access rights to other contacts within the same organization. The “Coordinator Contact” can grant access rights to any person from any organization in the consortium (e.g., he can grant Participant Contacts to other organizations based on the application). Once the Participant Contacts are approved, these persons will be able to share access with other persons from their organization. Applications can be accessed at the consortium level via the submission tool, (avoid here). To view the consortium screen, visit “My proposal(s)” on the portal, and select “edit draft” under the “Actions” button. Follow the instructions in the link. 
  3. Access to projects: When a successful application becomes a project, users retain their existing access rights that they had at the time of application submission. “Coordinator Contacts” and “Participant Contacts” can assign and revoke roles and access to other users. Only the Commission is involved in the process of assigning or revoking the “Primary Coordinator Contact (PCoCo)”. If you wish to change the “Primary Coordinator Contract (PCoCo)”, please contact your Project Officer via the “Portal Messaging function” (select “My Projects”, click on the “Manage Project” button below the “Actions” button).

Note to LEAR: 

If you are a LEAR member, you can view all the projects and applications your organization is involved in, but you will not have access to the details unless you have an active role in them. You can apply to be assigned an active role or receive only the information that is available. Visit the page for more information:
