Bologna at 25: Digital Transformation, AI Governance, and the Future of Higher Education – Insights from the Bucharest SPHERE 2025 Symposium

The publication brings together the main findings of the SPHERE 2025 Bucharest Bologna Symposium and Annual Conference, enriched by additional research on AI policy and digital transformation in partner countries. Its aim is to:

  • Reviewing the legacy and achievements of the Bologna Process, within the framework of its 25th anniversary;
  • Analysis of new policy priorities in the European Higher Education Area (EHEA) – including AI governance, microcredit, digital learning and stakeholder engagement.
  • Overview of national and regional perspectives, challenges, opportunities, and development needs of HERE teams.
  • To offer evidence-based recommendations to Georgia and other partner countries as they are in the process of reforming their higher education systems in line with European standards.
  • Analysis of how digital transformation and artificial intelligence will shape the next phase of the Bologna Process and the 2030 Agenda for European Higher Education.
