Assessment of the implementation of authentication methods in Georgian higher education institutions

Abstract
The purpose of this study is to analyze the changes made to the accreditation standards of higher education institutions (hereinafter referred to as HEIs) from 2018 to the present, to determine the need for further changes, and to establish their links to improving the quality of higher education.
The research is based on desk analysis, focus groups, and in-depth interviews.
Interviews were conducted with various parties involved in the authorization process, including representatives of universities, the National Center for Educational Quality Development, and the Ministry.

The results show that the current accreditation standards are generally in line with the principles of the European Higher Education Area (EHEA) and contribute to the development of a quality culture. Fully taking into account the specifics of the institution, avoiding duplication and subjectivity in the evaluation process, as well as integrated assessment of the quality of digital learning.
The study recommends revising standards, improving assessment mechanisms, and strengthening the qualifications of experts, which will contribute to strengthening institutional development and improving the quality of teaching.
